The best way is through your coach who will write an endorsement letter for you: which is alot like a letter of recommendation.
You CAN do it on your own.
Every college has a home page with contact information.
You can send the tape blindly with a cover letter...
orrrr...take the tape and cover letter yourself, to the University.
Find the coaching office and talk to them.
As a former recruiter I still remember those players that came in person. It speaks highly of your character.
