Was Propaganda used mainly to highlight real achievements, or to mislead people?

A nice big answer with good and correct details would be appreciated!

Thanks!

Need it for a History ProjectWas Propaganda used mainly to highlight real achievements, or to mislead people?
No, the object of propaganda was always to exaggerate....to give a false impression. Usually to make a regime (or whoever) appear better than they are.

For instance, the Hitler regime would exaggerate the number of British planes they had shot down, or falsify photos of people enjoying themselves in the `death camps`. You can demoralize a country by constantly `pretending` that they are losing the war...in no uncertain terms. Was Propaganda used mainly to highlight real achievements, or to mislead people?
Propaganda, according to those nice lexicographers at Merriam-Websters:

2: the spreading of ideas, information, or rumor for the purpose of helping or injuring an institution, a cause, or a person

3: ideas, facts, or allegations spread deliberately to further one's cause or to damage an opposing cause ; also : a public action having such an effect

Now, do you find anything positive in those two definitions? Do you think one would highlight real achievements or to mislead them? Somehow, I'm thinking that to mislead might be the intention.

And, you know, you neglected to tell us during what period this propaganda was used. So, we cannot give you a nice big answer with good and correct details so that you can put your name on it and represent it as your work. So sorry.
You would think both. But as you look back in history, on misleading seems to come up. (i.e. Nazi Germany, Russian Revolution, etc)
